Malul Elected Rehovot Mayor

Rachamim Malul has been elected Mayor of Rehovot. According to the final vote tally, Malul got 14,698 of the total votes, whole his opponent Uzi Salant got 13,855 votes.

A third candidate, Ami Feinstein, received only 7,348 votes.

Maloul: secular population of Rehovot need not worry; the city will stay open on Shabbat

Rehovot to vote for new mayor

Rehovot residents will go to the polls for the third time in a year on Tuesday to vote in a new mayor.

Only last November, Shuky Forer was voted in for a third term after a second round of voting despite an ongoing investigation against him for supplying municipal work without tender to a contractor who had contributed money to one of Forer's previous election campaigns. That investigation culminated in an indictment shortly before the election and on December 31, 2008, Forer pleaded guilty in a plea bargain to breach of trust.

He was forced to to leave office at the end of March this year after the Petah Tikva Magistrate's Court ruled that his crimes constituted moral turpitude, and he was replaced by Rahamim Maloul (Shas).

The rejection of his appeal to the High Court of Justice in September 2009 to drop "moral turpitude" paved the way for Tuesday's re-run.

Competing against Maloul for the job are Uzi Salant, running as an independent, but with the backing of Kadima, and Ami Feinstein, (Independent).

Salant, a former general manager of Kupat-Holim Meuchedet, dragged Forer to a second round of voting last time around and the latest poll - albeit commissioned by Salant - shows him taking 41.7% of the vote. Feinstein is forecast to come in second with 29.9% ahead of Maloul on 28.2%. Turnout for the poll is forecast at 58.6%.


Feinstein, who returned to Rehovot after six years in Australia, will be making his third attempt to be elected as Rehovot's Mayor, after defeats in 1993 and in 1998.

"I am a pragmatic person and an experienced manager, and I came back home because I want to serve the residents of Rehovot," Feinstein told Metro.

Despite being behind in the polls, Feinstein has already achieved one campaign victory. When informed that soldiers from Rehovot would not be able to vote as the IDF does not provide ballot boxes and voting stations for local elections, Feinstein petitioned to the High Court of Justice and won: All the Rehovot soldiers will get a one-day furlough and will be allowed to exercise their right to vote.

Acting Mayor Maloul had been ahead of Feinstein in the polls, but has found himself under attack of late from both the secular and religious camps.

Some 25 percent of Rehovot's population is religious with haredim accounting for around 10 percent.

On campaign billboards, Maloul's black kippa seems to be carefully hidden, which, according to skeptics, has only enhanced the fear that he merely presents himself as a pluralist whereas he might "shut down the city during Shabbat."

In an interview Maloul gave to one of the local newspapers recently, he announced that the secular population of Rehovot need not worry and that the city will stay open on Shabbat. This was met by outraged reactions from the haredi community who put up 'pashkevilim' against him. This has left Maloul very cautious during his interviews to the local media, doing his best to appear pluralistic, as he truly believes he is.

Feinstein is counting on his business record and connections to propel him to success. "I brought the train to Rehovot thanks to my connections in the government, I helped open the city on Friday nights and I contributed to the foundation of 'Park Hamada,' the hi-tech park," says Feinstein.

But despite the promises of all the candidates, not all the residents of Rehovot are convinced.

"Rehovot has been in a wretched condition for years," says Tali Nachmias, 46, a sales manager in a printing business. "The municipality doesn't care about us at all. They have a zillion workers and they keep wasting the tax-payers' money."

On election-day, if none of the candidates gets 40 percent of the votes, the residents of Rehovot will have to go out again, for round four.

Petah Tikva Magistrate's Court judge told Shuki Forer to free Mayor Office

By illegally hiring a contractor for a public works project, the mayor of Rehovot committed crimes of moral turpitude and must resign, a Petah Tikva Magistrate's Court judge ruled yesterday. Yehoshua "Shuky" Forer was convicted in January of breach of trust, for awarding a contract without a tender in exchange for campaign donations from the contractor. The conviction was reached in a plea bargain. Forer had maintained that he could remain in office, but as a result of yesterday's ruling he was formally replaced as mayor by his deputy. Forer's lawyer said he will appeal the ruling.

Hareidi Mayor Takes Over in Rehovot

Yet another city in Israel has a hareidi-religious mayor, following a court decision to force Rehovot Mayor Shuki Forer to step down from office and make way for his successor.

The successor will be Deputy Mayor Rachamim Maloul, a Knesset Member from 1999-2003 on behalf of the Sephardic-hareidi Shas party. Maloul, a longtime resident and city council member of Rehovot, served on the municipal council on behalf of the Likud.

Maloul has also served in the past as the appointed mayor of the Bedouin town of Kseifeh, between Be’er Sheva and Arad in the northern Negev.

His tenure as Mayor will be a brief one, until municipal elections can be held, but the Interior Minister is authorized to extend his term in office for up to a year and a half. It is expected that because elections were held just five months ago, incoming Interior Minister Eli Yishai, head of the Shas Party, will authorize the extension in the coming days – even though Maloul has left Shas.

Mayor Forer was convicted in the past of breach of trust, and a Petach Tikvah Magistrates Court ruled that such a crime is accompanied by disrepute and ignominy, preventing Forer from serving in capacities such as mayor for the coming years.

Rehovot municipality head elected in second round of voting

New heads were elected in eight municipalities that have went into a second round after the first round of municipal elections did not produce a winner with a large enough percentage of the vote to take office.

In Rehovot Shuki Forer became mayor; in Ashkelon, Benny Vaknin; in Kiryat Ono Yossef Nishri was elected. Tzvi Gov-Ari became mayor of Yavneh and Ilan Shohat won the race in Safed. Nissim Malka won in Kiryat Shmona, while Nahed Khazem became mayor of Shfaram and Faiz Abu Zahban became head of the Rahat municipality.

The overall voting percentage was 56; in the Arab sector more than 80% turned up to vote, while in Jewish municipalities approximately 45% cast their ballots.

Rehovot Mayor Faces Indictment, IsraelNN says

According to http://www.israelnationalnews.com/News/Flash.aspx/146348, the mayor of Rehovot, Shuky Forer, will be charged with breach of trust and conspiracy to commit a crime for allegedly violating campaign funding laws, State Prosecutor’s Office workers announced Sunday. Forer has been under investigation since 2003. Other senior city officials face charges as well.

Sources close to Forer, who is backed by the Kadima party, expressed confidence that the charges against him “amount to nothing” and would be dismissed. Sources quoted in Yediot Acharonot hinted that the indictment was timed to hurt Forer’s chances of re-election.

Funding, funding... Rehovot mayor to be indicted for fraud

Kadima-backed Mayor Shuky Forer to be indicted for alleged breaches of election funding law following hearing

The State Prosecutor's Office has informed Rehovot Mayor Shuky Forer on Sunday that it plans to indict him for breach of trust and conspiracy to commit a crime. Other senior municipality officials will be indicted for even graver offenses.

The investigation against Forer was launched in 2003, but only recently materialized into an indictment. The suspicions against Forer date back to 1998, the year he became mayor, and relate to alleged breaches of the election funding law.

The State Prosecution informed Forer's attorneys Sunday that he may be charged with perjury, conspiracy to commit a crime, breach of trust and other offenses.

The decision on whether or not to indict the Kadima-backed Rehovot mayor will be finalized following a hearing scheduled to be held this week.

Forer declined to comment on the affair, but his associates hinted that the timing of the indictment was "dubious" given the approaching local elections in November.

They also stated that "there is a huge gap between the original suspicions and the final indictment draft, and we believe that the state prosecutor (Moshe Lador) will realize during the hearing that the current charges amount to nothing."

Are Rehovot, Weizmann Institute International Centers of Children Pornography?

Thanks to Rehovot municipality permissiveness and apparently no reaction by Mayor Office on earlier publications by My Rehovot and GalGefen, City of Rehovot continuously provides an exposure of children to pornographic pictures.

My Rehovot was first to wrote about it about two years ago (Rehovot as a Center of Pornography for Children and Adults, 23 May 2005). Since then nothing changed, however. Except the fact The City of Rehovot can now claim international recognition for "Children Pornography", as indicated by My Rehovot usage statistics. This is because every month a number of My Rehovot visitors come to our electronic pages as a result of search engine search for "children pornography" and other related key words (see picture below). They now all know "this is where Rehovot is lacking in responsibility".


With this in mind could the time be appropriate to run in Rehovot an International Childern Pornography Film Festival? Perhaps, simultaneously with Woman Film Festival to begin tomorrow at the Weizmann's Wix Concert Hall, and, perhaphs, in close co-operation with the Weizmann Institute which is also known for electronic distribution of pornography titles (Weizmann Institute Breaks Its Own Rules To Preserve High Web Rating, 26 March 2007)? One may find such an idea is well appropriate for municipality leaders, who took no actions on unlimited exposure of Rehovot minors to pornography at Rehovot streets!

...Meanwhile Haartez recently reported (Eran Gabay. Knesset to mull censorship bill for Internet porn, violence, 10 July 2007) that... "Internet censorship in Israel will start in about a year. The law, proposed by Amnon Cohen of Shas and unanimously approved on Sunday by the Ministerial Committee on Legislation, will now be brought to the Knesset floor.

Senior officials in the Communications Ministry forecast that it will take seven to ten months to prepare for implementing the provisions once the law passes.

The proposed law would require Internet Service Providers (ISP) to only allow access to Internet sites featuring pornography, gambling and violence to those over 18 who specifically sign up for such access and identify themselves as adults.

The cost of implementing the bill is estimated at about NIS 10 million, based on figures provided by networking giant Cisco to the ministry at its request, TheMarker has learned.

The ISPs are committed to providing Internet packages at the same price, regardless of whether customers have access to pornographic sites or not. The companies will also not be allowed to pass on the costs directly to the consumer.

The proposed law is intended to protect children from viewing violent and pornographic content on the Internet. Access will only be granted if a customer specifically requests it, and identifies himself as an adult - with a valid means of identification. Otherwise, filtering will be the default option for all packages.

The new law would apply also to content on cellular phones.

The bill will now go to the Knesset Economics Committee to be prepared for its first reading.

A number of requirements in Cohen's original bill have been dropped, among them biometric identification such as by fingerprints. Also, violation of the new bill would not be considered a criminal offense, though it will carry a heavy fine.

The filtering can take place at the ISP or on the customer's own computer.

The interesting question is who will decide what is pornographic or violent enough to be censored and, moreover, where to draw the line between soft and hard core pornography.

The law states that the rules will be set by a committee composed of representatives of the education, justice and communications ministries, as well as representatives from the National Council for the Child.

The rules will match European standards, which are based on a similar move in Australia.

The Communications Ministry has vehemently denied that Atias will broaden the criteria for filtering because he is ultra-Orthodox. The ministry said that Atias, as every minister who comes after him, will have no influence on the committee's decisions over what content to ban.

The ministry is preparing for a barrage of criticism over freedom of speech and privacy infringements. Officials are aware that such steps have been taken in only a few countries, most of which Israel is not interested in being mentioned with in the same breath. They are also aware that it is impossible to effectively block 100 percent of pornography, violence, pedophilia, Nazism or other problematic Internet content.

At the Communications Ministry's request, criminal responsibility was removed from the law. What remains is fines for ISPs who violate the law.

As to the question of the size of the fines, the ministry is bandying around low figures in order not to harm the industry. Figures in the NIS 300,000 range seem likely for each violation. This is much less than the sanctions placed on cellular companies for not blocking pornographic content, where fines have been in the millions.

The requirement to identify yourself is not considered to be a problem of privacy, according to the ministry. They emphasize that the ministry will not collect any lists or information about subscribers who take the open packages, and such information will only exist at the ISPs. Even today, in theory, the ISPs could identify and keep track of who views what, the ministry explains.

Atias knows that he will be in direct conflict over the law with liberal organizations, which will raise issues of basic rights.

However, Atias is firm in his conviction of the importance of the law. The ministry sees it necessary to strike a balance between freedom of expression and privacy, and between the need to limit access of minors to harmful content."

Israeli pornography may be considered nascent but has gone a way since its beginnings. Today, the biggest pornography company is SexStyle that produces films for the Israeli public. In 2003, the first pornographic film featuring Arab performers, produced by this company, caused a public uproar among Israeli Arab community."

Rehovot Mayor Shuki Forer Writes to the Prime and Finance Ministers

The battle over the strawberry on top of the icing on the cake

In all the excitement over the retirement ploy used by the governor of the Bank of Israel, the important point has almost been forgotten: the corrupt salary conditions at the central bank. Because in Israel, what is important is not the substance, but the maneuvering: who managed to impose his will on whom.

Therefore, it is worth getting back to substance and quoting the brief letter sent on Tuesday by Rehovot Mayor Shuki Forer to the prime and finance ministers. Forer wrote that in Rehovot and other cities, excess wages were also paid for years "in the understanding and belief that they were paid legally." But it turned out that this was not the case, and the Finance Ministry's wage director demanded their repayment. A battle was waged over this issue, but in the end, municipal workers "were wise enough to rise above themselves" and return these substantial sums to the treasury. And Forer continued: "The rule applied to Bank of Israel workers should not differ from the rule applied to local authority workers ... For the sake of our future here, you must not give in to the threats by Bank of Israel employees."

Forer is right. For years, the wage director's department pursued local authority employees over their excess wages. And who were these employees? A clerk in a municipal education department, or a ritual bath attendant in a religious council. These workers earn from a quarter to a half of what Bank of Israel employees do. But against them, the Finance Ministry knew how to be a big hero. From them, it demanded repayment, and it won. So how is it possible to concede on this very same issue to the highest earners in the civil service?

Capitulating would also have macroeconomic ramifications - because once having done so, how could wage director Eli Cohen conduct negotiations with the teachers and university lecturers? How could he prevent excessive raises at Ashdod Port? How would he manage to fight the Histadrut over a general public-sector wage agreement? It is clear that his capitulation now would destroy the treasury's entire enforcement mechanism. Everyone would want to be "like the Bank of Israel."

Bank of Israel workers succeeded in obtaining their scandalous pay conditions through deception. Moreover, the bank's management allegedly filed false reports with the treasury (this matter is now under police investigation). The union would sit with management, and the latter would "give in" to the former's demands - knowing full well that every raise received by the workers would also be granted the managers. That alone would be enough to disqualify all those "agreements" in any court, on the grounds of illegality, immorality and corruption.

How is it possible to defend reimbursing someone for car expenses when he not only has no car, but does not even have a driver's license? How is it possible to justify a work day shorter than the norm? How is it possible to approve special vacation days on top of the regular vacation days? How is it possible to sign off on three different types of advanced training pay, on higher than usual rest-and-relaxation pay, on write-offs of subsidized loans, on higher than normal seniority pay, on jubilee grants to those who have not worked the requisite number of years, or on pension right accumulations of 4 percent a year for managers, when the norm for the entire rest of the economy is 2 percent? These are only a few examples.

Unfortunately, Cohen has already conceded too much. He did not manage to cancel most of the illegal and immoral benefits given to veteran workers, or the illegal and immoral agreements that were made with them. He achieved more with regard to new workers, but not enough - because even under the new agreement, the salary and benefits paid to new workers will be double or even triple the norm in the civil service. They will even be higher than those paid to employees of statutory corporations such as the Israel Securities Authority.

Cohen must know that he is standing alone - completely isolated - in this struggle. If he signs a bad agreement that constitutes complete capitulation, he alone will be blamed. He will be blamed for the collapse of the public-sector wage system and the budget excesses - just as was Shalom Granit, the wage director in the mid-1990s. No one will remember all the pressure that Ehud Olmert, Abraham Hirchson and Stanley Fischer are putting on him now.

Therefore, if Israel's economy is important to Fischer (and it is), he must stand up to the workers and explain to them that the wage director is right. That the bank needs a housecleaning. Fischer should also have gone to court immediately, on the first day of the strike, to apply for restraining orders against the strikers. After all, he also knows that the current battle is over the strawberry on top of the icing on the cake.
